Permit Exemptions

Learn which goods are exempt from requiring a Customs export permit and when permits are still needed for dutiable or controlled items.

Some goods may be exported without a Customs export permit, unless they are dutiable or controlled.

These include: 

  • Parcel post

  • Documents

  • Personal or household effects (except motor vehicles) accompanying a passenger as hand-carried or checked-in luggage, for personal use

  • Trade samples, specimens for testing or analysis, and gifts with a total value of S$400 or less

  • Goods exported by air, whether manifested cargo or hand-carried^, with a total value of S$1,000 or less

  • Locally sourced stores loaded for use on board a vessel (including oil rigs) or aircraft

You must obtain a permit if the goods are dutiable or subject to control.

^ Under the Hand-Carried Exports Scheme (HCES), an export permit is always required, regardless of the value or quantity.
