Complete Setup Checklist
Follow a step-by-step checklist to prepare your business for trading activities.
Applying for a permit?
You can refer to the relevant infographic, or follow the outlined steps before submitting any permit application to import, export, or tranship goods in Singapore, whether applying on your own or through a Declaring Agent (DA).
Step 1. Activate your Customs Account
Before transacting with Customs, you must activate your Customs Account.
If you appoint a DA:
Your DA will apply for permits on your behalf.
If you will apply for permits on your own:
You must register as a DA.
Step 2. Check your Goods and Classification
Before applying for a permit, confirm the status of your goods.
Check if your goods are controlled or prohibited
Use the Harmonised System (HS)/Competent Authority (CA) Product Code Checker to identify applicable import, export or transhipment restrictions and duty rate(s).
Refer to the licensing requirements of the relevant CAs and contact them directly.
Classify your goods correctly
Ensure you have the correct HS code.
Work with your DA or freight forwarder if needed.
Step 3. Prepare Payment Arrangements
Ensure you have a valid payment method for duties and GST.
If your DA is paying on your behalf:
They may use their own Inter-Bank Giro (IBG) arrangement.
If you want to use your own IBG:
Apply for IBG with your bank.
After approval, authorise your DA to use your entity’s IBG via the Application for Authorisation of DA e-Service.
Step 4. Lodge a Security (if required)
Some permit types require security if certain goods or movements are involved.
If your DA is using their own security:
No action is needed unless you prefer to lodge your own.
If you want to lodge your own security:
Apply for security lodgement with Singapore Customs.
After approval, authorise your DA (if any) to use it via the Application for Authorisation of DA e-Service.
Step 5. Apply for your Permit
Once all preceding steps are completed:
Apply via the Government Front End system or your approved Commercial Front End provider.
Upload all relevant supporting documents in the application.
If using a DA, liaise with them for classification, licensing and documentation.
After your permit is approved
Coordinate with your DA or freight forwarder to arrange cargo clearance.
Obtain a copy of your permit from your DA (if applicable).
